To amend chapter 8 of title 17, United States Code, to reduce the number of Commissioners on the Copyright Royalty Tribunal, to increase the salary of such Commissioners, and for other purposes.
Copyright Royalty Tribunal Reform Act of 1989 - Amends Federal copyright law to decrease Copyright Royalty Tribunal membership to three commissioners. Increases the compensation for such commissioners.
