Amends the Carl D. Perkins Vocational Education Act to revise consumer and homemaking education grant programs.
Provides for instruction in: (1) individual and family health; (2) balancing of work and family; (3) parenting skills for teenage parents; (4) prevention of teenage pregnancy; (5) improved responses to family violence and child abuse; and (6) assistance to members of at-risk populations, including the homeless.
Provides for: (1) cooperation of such programs with the State administrator of the sex equity program; and (2) assistance in providing full-time State administrators qualified in home economics education.
