Amends the Carl D. Perkins Vocational Education Act to establish certain priorities for within-State distribution of vocational education assistance to States.
Directs each State that receives assistance under other provisions for vocational education program improvement, innovation, and expansion to consider expending equal amounts on program improvement activities and providing services to special populations.
