To restructure the pay system for Members of Congress.
Congressional Salary Act of 1989 - Amends the Legislative Reorganization Act of 1946 to require congressional pay increases to correspond to increases under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act and to take effect at the beginning of the next Congress. (Currently such increases correspond to increases under the General Schedule.)
Amends the Federal Salary Act of 1967 to make the presidential pay recommendations relating to Members of Congress of an advisory nature only.
