Constitutional Amendment - Proclaims the English language to be the official language of the United States. Prohibits the United States or any State from requiring the use of any other language. Declares that this article shall not prohibit educational instruction in a language other than English for the purpose of making students proficient in English.
Authorizes the Congress and the States to enforce this article by appropriate legislation.
