Amends the Surface Mining Control and Reclamation Act of 1977 to authorize the States to receive (without regard to a specified three-year limitation) up to ten percent of the annual State allocation if such moneys are deposited in a special trust fund established under State law solely for abandoned mine reclamation purposes. Deems all moneys so allocated to the special trust accounts (including all interest earned) to be State funds.
