A bill to amend section 402 of the Surface Mining Control and Reclamation Act of 1977 to permit states to set aside in a special trust fund up to 10 per cent of the annual state allocation from the Abandoned Mine Land Reclamation fund for expenditure in the future for purposes of abandoned mine reclamation.

Amends the Surface Mining Control and Reclamation Act of 1977 to authorize the States to receive (without regard to a specified three-year limitation) up to ten percent of the annual State allocation if such moneys are deposited in a special trust fund established under State law solely for abandoned mine reclamation purposes. Deems all moneys so allocated to the special trust accounts (including all interest earned) to be State funds.
