Extends adverse action provisions of Federal law regarding Federal employees (concerning removal, suspension for more than 14 days, reduction in grade or pay, or furlough for 30 days or less) to Postal Service employees who: (1) are preference eligibles; (2) are supervisors or employees engaged in confidential personnel work; and (3) have completed one year of continuous service in the same or similar positions.
Authorizes the Director of the Office of Personnel Management to obtain judicial review in the United States Court of Appeals for the Federal Circuit if: (1) the Director determines that the Board of Governors of the Postal Service erred in interpreting a civil service law, rule, or regulation affecting personnel management, and that the Board's decision will have a substantial impact on a civil service law, rule, regulation, or policy directive; or (2) the Postal Service makes such determination regarding postal personnel management.
