Expresses the sense of the House of Representatives that: (1) the Federal Aviation Administration, working with the National Aeronautics and Space Administration and university research entities, should give high priority to establishing an immediate research and development program regarding the structural deterioration of aircraft as a result of aging and intensive utilization; and (2) the Federal Government, as part of such research program, should consider purchasing a representative sample of aircraft from the fleet of aging aircraft for extensive testing and tear down inspections and for gathering data regarding such aircrafts' airworthiness.
