A bill to amend the Toxic Substances Control Act to require persons proposing to manufacture or process certain chemical substances to develop methods for neutralizing or destroying such substances before manufacturing or processing them.
Toxic Substances Neutralization Act - Amends the Toxic Substances Control Act to require persons who propose to manufacture or process a new chemical substance or a chemical substance for a significant new use which will present an unreasonable risk of injury to health or the environment to develop and test a method for neutralizing or destroying such substance and submit test data to the Administrator of the Environmental Protection Agency before manufacturing or processing such substances.
