Amends the United States Institute of Peace Act to extend the authorization of appropriations for the United States Institute of Peace through FY 1991.
Authorizes the Institute to establish the Jeanette Rankin Library Program. Specifies that such program shall include an oral history collection and other projects supportive of scholarship and research in the broad area of international peace and conflict management.
