Sport Fishing and Hunting Opportunity Improvement Act - Amends the Mineral Leasing Act for Acquired Lands to deposit 50 percent of lease revenues into the State Sport Fishing and Hunting Assistance Fund established in the Treasury to promote and maintain State and other hunting and fishing areas and opportunities. Allocates monies to the States according to the location of the leased lands and the number of paid hunting and fishing license holders.
