A bill to amend the Surface Transportation Assistance Act of 1982 relating to reasonable access to the Interstate System by commercial motor vehicles.

Amends the Surface Transportation Assistance Act of 1982 to repeal the authority granted governmental entities to impose restrictions based on safety considerations upon truck tractor-semitrailer vehicles wishing to use Federal-aid Primary System highways.

Prescribes the considerations a governmental entity must demonstrate to the Secretary of Transportation in order to be authorized to restrict commercial motor vehicle access to Federal highways designed to be a width of ten feet or more. Permits a governmental entity to restrict access upon highways designed to be less than ten feet wide.
