Amends the Surface Transportation Assistance Act of 1982 to repeal the authority granted governmental entities to impose restrictions based on safety considerations upon truck tractor-semitrailer vehicles wishing to use Federal-aid Primary System highways.
Prescribes the considerations a governmental entity must demonstrate to the Secretary of Transportation in order to be authorized to restrict commercial motor vehicle access to Federal highways designed to be a width of ten feet or more. Permits a governmental entity to restrict access upon highways designed to be less than ten feet wide.
