A bill to impose criminal penalties for damage to religious property and for injury to persons in the free exercise of religious beliefs and to provide for the collection of data about crimes motivated by racial, religious, or ethnic hatred.

Amends the Federal criminal code to establish penalties for damaging or destroying any religious real property or interfering with any person's free exercise of religious beliefs.

Directs the Attorney General to include within the Uniform Crime Reports the incidence of offenses against persons and property committed to express racial, ethnic, or religious prejudices (homicide, assault, robbery, burglary, theft, arson, vandalism, trespass, and threat). Authorizes appropriations.
