Amends the Federal criminal code to establish penalties for damaging or destroying any religious real property or interfering with any person's free exercise of religious beliefs.
Directs the Attorney General to include within the Uniform Crime Reports the incidence of offenses against persons and property committed to express racial, ethnic, or religious prejudices (homicide, assault, robbery, burglary, theft, arson, vandalism, trespass, and threat). Authorizes appropriations.
