Amends the Federal judicial code with regard to multiple appeals filed with respect to the same agency order to provide for consolidating the petitions for review in a court of appeals chosen by the judicial panel on multidistrict litigation by random selection from among the courts of appeals in which petitions for review have been filed and received.
