A bill to deny beneficiary developing country designations under the Generalized System of Preference to countries that aid other countries to circumvent certain trade obligations to the United States.

Amends the Trade Act of 1974 to deny treatment as a beneficiary developing country under the Generalized System of Preferences to any country that helps any other country to circumvent any U.S. import quota.
