To amend title XVIII of the Social Security Act to prohibit the use of prior authorization under Medicare Advantage plans, to amend title XI of the Social Security Act to limit the implementation of payment models testing prior authorization under traditional Medicare, and for other purposes.

To require the establishment of a list identifying program areas and administrative practices presenting the greatest risk to the integrity of Federal funds administered by States and local governments.

To amend the Internal Revenue Code of 1986 to provide for an end date for the credit for certain qualified carbon oxide, and for other purposes.

To amend the Internal Revenue Code of 1986 to impose a windfall profits excise tax on crude oil and to rebate the tax collected back to individual taxpayers, and for other purposes.
