To designate the Federal building and United States courthouse located at 111 North Adams Street in Tallahassee, Florida, as the 'William Stafford United States Courthouse'.

To exempt certain coastal barrier areas in Florida from Limitations on Federal expenditures and financial assistance under the Coastal Barriers Resources Act, and limitations on flood insurance coverage under the National Flood Insurance Act of 1968.

To include in St. Marks National Wildlife Refuge, Florida, the land and facilities comprising St. Marks lighthouse.
