Declares that the Senate does not intend to give its advice and consent to the appointment of the U.S. Ambassador to South Africa until the chairman and ranking member of the Committee on Foreign Relations of the Senate have certified to the Senate that each of the following conditions have been met: (1) a timetable has been set for the elimination of apartheid; (2) all imprisoned individuals, including Nelson Mandela, who have been opposed to apartheid have been released; (3) banning orders have been lifted from all black political movements; (4) the Government of South Africa has initiated a dialogue with domestic opposition groups; and (5) the state of emergency and other emergency restrictions have been terminated.
