A resolution expressing the sense of the Senate regarding a new international convention on drug trafficking.

Expresses the sense of the Senate that the President should: (1) name a representative of Cabinet-level rank as head of the U.S. delegation to the 1987 World Conference on Drug Abuse; and (2) instruct such delegation to urge the adoption of specified objectives in any new international convention against drug trafficking.
