Expresses the sense of the Senate that the friendship between Mexico and the United States is best served by the commitment of these countries to democratic freedoms and institutions. Declares that the Senate: (1) urges the President of Mexico to live up to his pledge to open the one-party system there to greater democratic freedoms in the upcoming elections; (2) encourages the Government of Mexico to appoint an independent citizen body representing all political parties to evaluate the elections and to work with the Commission Federal Electoral; and (3) stresses that Mexico should continue its commitment to democratic principles.
