Expresses the sense of the Senate that the United States shall not terminate or withdraw from any defense or security treaty unless: (1) the Senate has given its advice and consent, or both Houses have agreed to such termination or withdrawal; or (2) such treaty or the resolution of ratification of such treaty provides that the President alone can terminate it.
Expresses the sense of the Senate that the President should report to the President pro tempore of the Senate whenever the President notifies any foreign entity that the United States intends to terminate or withdraw from any defense or security treaty or whenever the President determines that such treaty has lapsed or is suspended.
