Expresses the sense of the Senate that the Secretary of the Treasury should instruct each U.S. Executive Director of various multilateral development banks to urge such banks, when considering the approval of a loan, to: (1) avoid lending practices that encourage the use of export subsidies to gain export sales; (2) encourage open access to markets; (3) follow the instruction of the law with respect to loans used for increasing production of commodities; (4) adhere to the purposes of the charter of such banks; and (5) oppose loans which result in the production of commodities in oversupply.
