Reaffirms the support of the Senate for a peaceful and democratic transfer of power in South Korea. Expresses the support of the Senate for the opening of diplomatic talks between the Secretary of State and the Secretary of Defense, the Chun government, and the opposition leaders to find a peaceful solution to the problem. Encourages the President to support diplomatic exchange between all the opposition parties and the U.S. Ambassador to South Korea. Urges the President to send a special envoy to South Korea.
