A resolution expressing the sense of the Senate that Ferdinand Marcos should resign from the office of President of the Philippines for the purpose of achieving a reinvigoration of democratic institutions and a peaceful political settlement to the conflict in the Philippines.

Expresses the sense of the Senate regarding the Philippines that the President should: (1) encourage President Marcos to resign; (2) provide certain economic assistance under the Foreign Assistance Act of 1961 and the Agricultural Trade and Development Act of 1954 only through private and voluntary organizations or the Catholic Church; (3) withhold certain military assistance pursuant to the Foreign Assistance Act of 1961 and the Arms Export Control Act; and (4) provide any assistance not provided or withheld pursuant to the provisions of this Resolution if the National Citizens Movement for a Free Election concludes that free and fair elections have been held which represent the will of the Filipino people.
