Authorizes the Senate Committee on Labor and Human Resources, from March 1, 1986, through February 28, 1987, to: (1) make expenditures from the contingent fund; (2) employ personnel; (3) utilize, on a reimbursable basis, the services of department or agency personnel; and (4) procure consultant services.
