Urges the Departments of State, Justice, Transportation, Commerce, and Defense to create a task force to review security procedures to better insure the safety of Americans traveling abroad on American flag carriers.
Urges the special task force to consider: (1) the need for a Federal sky marshal program aboard international flights involving American carriers and passengers; and (2) current regulations regarding luggage and body searches.
Urges that any new international air agreement meet the security criteria recommended by the task force as a prerequisite to Federal approval.
