Authorizes the Armored Force Monument Committee, the United States Armor Association, the United States Field Artillery Association, the World Wars Tank Corps Association, the Veterans of the Battle of the Bulge, the 11th Armored Cavalry Regiment Association, The Tank Destroyer Association, the 1st, 2d, 3d, 4th, 5th, 6th, 7th, 8th, 9th, 10th, 11th, 12th, 13th, 14th, and 16th Armored Division Associations, the Council of Armored Division Associations, and the National Association of Uniformed Services to establish a memorial on Federal land in the District of Columbia or its environs to honor members of the American Armored Force.
Requires that the memorial be established in accordance with a specified Act as amended by the House of Representatives on September 29, 1986, but makes such Act's prohibition on commemorations of military units which are lesser than a branch of the Armed Forces inapplicable to this memorial.
Prohibits the United States from paying any expense of establishing the memorial.
