Provides that this joint resolution shall be deemed to set forth the contents of the joint Office of Management and Budget-Congressional Budget Office sequestration report for FY 1987 transmitted to the Congress on August 20, 1986. Requires such report to serve as the sole basis for the sequestration order required to be issued by the President under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).
