A joint resolution to provide for a temporary prohibition of strikes or lockouts with respect to the Maine Central Railroad Company Portland Terminal Company labor-management dispute.

Makes specified provisions of the Railway Labor Act applicable for an additional 60-day period so as to extend the temporary prohibition of strikes and lockouts with respect to the Maine Central Railroad Company and Portland Terminal Company labor-management dispute.

Directs the Secretary of Labor to report to the Congress on the progress of negotiations in such dispute, with recommendations for a proposed solution.
