Constitutional Amendment - Prohibits Federal outlays from exceeding Federal receipts in any fiscal year, unless the Congress provides for a specific excess by a three-fifths vote of both Houses. Authorizes the Congress to waive this article for any year in which a declaration of war is in effect.
