Balanced Budget Constitutional Convention Convening Resolution - Requires the Vice President to convene a constitutional convention in Philadelphia, Pennsylvania, within a specified period after receiving resolutions passed by two additional State legislatures calling for such a convention for the purpose of proposing amendments requiring the Government to operate on a balanced budget.
Sets forth provisions concerning the appointment and compensation of delegates, convention proceedings, and termination of the convention after 120 days.
Requires the Administrator of General Services to submit any amendment proposed by the convention to the State legislatures for ratification, unless the Congress adopts a concurrent resolution finding that such amendment does not relate to the purpose of the convention.
