Expresses the sense of the Congress that the President should: (1) endorse the concept of an International Space Year (ISY) for 1992; (2) consider discussing an ISY with other foreign leaders; (3) direct the Administrator of NASA to initiate interagency and international discussions to explore the opportunities for an ISY, including international missions and research and educational activities; and (4) submit a report to the Congress with respect to an ISY.
