Declares that the Congress: (1) notes the pledge of President Marcos for free and fair elections in the Philippines; and (2) believes that in order to provide for an honest election that will be deemed credible to the Philippine people, it is important that they determine the timing of such election in accordance with the Philippine Constitution, appoint an impartial Commission on Elections, and provide accreditation of the election, access to the media for both sides, and neutral conduct by the Philippine military.
