Expresses the sense of the Congress that the President should: (1) urge the Soviet Union to halt its violations of arms control treaties, to accept appropriate verification measures, and to reach agreement on verification improvements to the Threshold Test Ban and the Peaceful Nuclear Explosions Treaties; (2) refrain from seeking the advice and consent of the Senate with respect to ratification of such treaties until an agreement can be reached on such improvements; (3) continue with the U.S. program of limited, underground nuclear weapon testing; and (4) not pursue negotiations on a comprehensive test ban agreement until specified conditions are met.
Expresses congressional support for the goal of a world free from the threat of nuclear war and military aggression.
