Energy Policy and Conservation Amendments Act of 1985 - Amends the Energy Policy and Conservation Act to: (1) extend from June 30, 1985, to June 30, 1989, the authorities granted to implement and maintain the Strategic Petroleum Reserve; and (2) extend from June 30, 1985, to June 30, 1987, the authority for United States participation in the International Energy Program.
