Authorizes the Alpha Phi Alpha Fraternity to establish a memorial on Federal land in the District of Columbia to honor Martin Luther King, Jr.
Subjects the Fraternity's design and plans for the memorial to the approval of the Secretary of the Interior, the Commission of Fine Arts, and the National Capital Planning Commission.
Directs the Secretary to: (1) select a site for the memorial with the approval of the Commission of Fine Arts and the National Capital Planning Commission; (2) prohibit its construction unless sufficient funds are available for its completion; (3) provide for the maintenance of the memorial upon its completion.
Provides that U.S. funds may not be used to establish the memorial.
Directs that the authority to establish the memorial is contingent upon its construction beginning within five years.
