Amends the Coastal Zone Management Act of 1972 to extend through FY 1990 the authorization of appropriations for the making of various coastal zone management grants under such Act.
Repeals a provision under the coastal Zone Management Act Amendments of 1976 which authorizes the Secretary of Commerce to establish and pay compensation for four new positions in the Coastal Zone Management National Oceanic and Atmospheric Administration.
