Federal Competitive Coal Leasing Amendments Act of 1985 - Amends the Federal Coal Leasing Amendments Act of 1976 to prohibit the issuance of competitive coal leases to an entity associated with or under control of another entity engaged in: (1) the extraction or production of coal reserves in a foreign country; and (2) the importation of coal reserves into the United States.
