Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that benefits payable to an individual under title II on the basis of such individual's income shall be subject to the limitations of the next sentence, if the individual: (1) is not a citizen or U.S. national; (2) has not been lawfully admitted for permanent residence; or (3) has been lawfully admitted for permanent residence and has been out of the country for more than six consecutive months while entitled to title II benefits. Limits title II benefits payable to one of the above described individuals to the sum of: (1) the total amount of social security taxes paid by an individual; and (2) the interest accrued on such taxes.
