Amends the Tariff Schedules of the United States to add Afghanistan to the list of communist countries the imports from which are subject to the column two rate of duty. Prohibits granting nondiscriminatory (most-favored-nation) treatment to the products of Afghanistan.
Prohibits entering into a commercial agreement with Afghanistan pursuant to the Trade Act of 1974.
Prohibits Afghanistan from participating in any program under which the United States extends credit, credit guarantees, or investment guarantees.
