Family Planning Amendments of 1986 - Amends the Public Health Service Act to authorize appropriations through FY 1989 for the following programs: (1) project grants and contracts for family planning services; (2) training grants and contracts for family planning and research personnel; and (3) informational and educational materials.
Allows the Secretary of Health and Human Services to establish a research project in a single State to determine the impact of family planning services in a State which prohibits the use of public funds for providing such services to unmarried minors without prior parental consent. Directs the Comptroller General of the United States to prepare and transmit a report to the Congress on the results of that project. Authorizes appropriations for FY 1986 through 1989 for such purposes.
Directs the Secretary to collect data concerning: (1) the number of individuals who receive family planning services; (2) the types of family planning services chosen by such individuals; (3) the number of low-income individuals at risk of unintended pregnancies; and (4) the sources of public and private funding for family planning services in the United States.
Allows federally funded family planning projects to offer adoption services.
