Bumper Improvement Act of 1985 - Directs the Secretary of Transportation to amend a certain bumper standard to ensure that it is identical to the bumper standard in effect on January 1, 1982.
Declares that the Secretary is not prohibited from imposing a stricter standard than the standard to be restored.
