A bill to amend the Public Health Service Act to provide for the compensation of children and others who have sustained vaccine-related injuries, and for other purposes.
National Childhood Vaccine Improvement Act of 1986 - Amends the Public Health Service Act to establish the Advisory Commission on Childhood Vaccines. Requires the Commission to conduct certain studies, including studies on: (1) assuring the availability of safe and effective childhood vaccines; (2) the relationship between vaccines containing pertussis and Reye's syndrome, sudden infant death syndrome, juvenile diabetes, and other diseases; and (3) the risks to children associated with each childhood vaccine. Authorizes appropriations for FY 1987 through 1991.
Requires each health care provider who administers a childhood vaccine to record certain information with respect to each such vaccine and with respect to resulting complications of immunizations. Requires health care providers and vaccine manufacturers to report certain information to the Secretary.
Requires the Secretary of Health and Human Services to promulgate rules regarding the administering of childhood vaccines, including specifying the characteristics of high-risk vaccine recipients.
Requires the Secretary to develop certain vaccine information materials for distribution to parents.
Requires the Secretary to promote the development or refinement of childhood vaccines that result in fewer and less serious adverse reactions.
Directs the Secretary to review the warnings, use instructions, and precautionary information presently used by manufacturers of certain vaccines. Directs the Secretary to require manufacturers to revise and reissue any warning, instruction, or information found inadequate.
Directs the Secretary to conduct research to identify and develop a safe pertussis vaccine. Grants the Secretary authority to recall licensed biological products which pose a danger to the public.
Directs the Secretary to acquire and maintain a six-month vaccine stockpile.
