Amends the Earthquake Hazards Reduction Act of 1977 to authorize appropriations through FY 1987 for the following programs: (1) the national earthquake hazards reduction program; (2) geological surveys; (3) earthquake-related activities of the National Science Foundation; and (4) earthquake-related activities of the National Bureau of Standards. Requires the Director of the Federal Emergency Management Agency to maintain a written plan for the earthquake hazards reduction program and to submit such plan to the Congress. Declares that such plans shall be updated at least every three years. Requires the Director, in cooperation with the United States Geological Survey, the National Science Foundation, and the National Bureau of Standards, to make an annual presentation to the appropriate committee of the Congress of any events and programmatic requirements deemed significant by the national earthquakes and hazards reduction program.
