A bill to amend title XX of the Social Security Act to provide additional funds for the social services block grants in order to promote economic self-support and self-sufficiency among individuals and families, to ensure families greater access to affordable quality child care, and to prevent child abuse and neglect through the provision of additional protective services.
Social Services and Child Care Assistance Act of 1985 - Amends title XX (Block Grants to States for Social Services) of the Social Security Act to set allotment amounts for FY 1984, 1985, and 1986 and each succeeding fiscal year.
Requires, for FY 1986 and each following fiscal year, a State to use specified amounts of its allotment for: (1) providing child care training and retraining; and (2) providing child day care services to children who are abused or neglected, who are members of families receiving aid under title IV (Aid to Families with Dependent Children) of such Act, or children who are members of specified low-income groups.
Directs the President to withhold from obligation or expenditure a specified amount of the funds appropriated for FY 1986 pursuant to the Foreign Assistance Act of 1961 and the Arms Export Control Act, other than funds available only for Israel or Egypt.
