A bill to amend title 38, United States Code, to allow the use of upright grave markers in national Veterans' Administration cemeteries.

Amends the national cemeteries and memorials provisions of Federal law to require that each grave marker in a national cemetery be upright unless the deceased or the deceased's survivor requests a flat marker.

Directs the Administrator of Veterans Affairs to designate within each national cemetery a section with flat markers and a section with upright markers.
