A bill to provide that certain of the Social Security Trust Funds be excluded from the Federal budget process for fiscal years beginning on or after October 1, 1986, and to clarify that specifications and directions with respect to such Trust Funds may not be included in any concurrent resolution on the budget adopted with respect to fiscal years beginning after such date.

Amends the Social Security Amendments of 1983 to accelerate the removal from the unified budget of the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, and the Federal Hospital Insurance Trust Fund.

Amends title VII (Administration) of the Social Security Act to prohibit the inclusion in any concurrent resolution on the budget adopted on or after October 1, 1986, of any specifications and directions with respect to such Trust Funds.
