A bill to amend the Commodity Credit Corporation Charter Act regarding the export of agricultural commodities.
States that cargo preference laws shall not apply to export activities of the Secretary of Agriculture or the Commodity Credit Corporation under which: (1) agricultural commodities or products are made available for market expansion or promotion; (2) commercial credit quarantees are blended with direct credits to reduce effective export interest rates; (3) short-term direct or guaranteed credit is used to finance or guarantee export sales; and (4) export promotion activities are necessary to make such commodity competitive in international trade.
Exempts from the provisions of this Act those agricultural export activities carried out under the Agricultural Trade Development and Assistance Act of 1954 (P.L. 480) and under specified provisions of the Agricultural Act of 1949.
