A bill to prohibit the use of appropriated funds for the production of lethal binary chemical weapons; to express the sense of the Congress on achieving an international agreement to ban the production and stockpiling of chemical weapons; and to express the further sense of the Congress encouraging the improvement of defenses against the effects of the use of chemical weapons on the Armed Forces of the United States.

Prohibits the expenditure of funds for the production of lethal binary chemical munitions after the enactment of this Act.

Expresses the sense of Congress that: (1) the President should intensify efforts to reach agreement with the Soviet Union and other countries for a mutual, verifiable ban on chemical weapons; and (2) the Department of Defense should improve the capability of the United States to detect chemical weapons and protect members of the armed forces from the effects of such weapons.
