Prohibits the expenditure of funds for the production of lethal binary chemical munitions after the enactment of this Act.
Expresses the sense of Congress that: (1) the President should intensify efforts to reach agreement with the Soviet Union and other countries for a mutual, verifiable ban on chemical weapons; and (2) the Department of Defense should improve the capability of the United States to detect chemical weapons and protect members of the armed forces from the effects of such weapons.
